Can you record a video close up (Hold your phone sideways)? Also, can you tell if the noise is coming from the tender (rear) or from the motor (locomotive). If it comes from the tender, it may be a short on the circuit board. If it comes from the locomotive, it is likely an issue with the motor/wiring. I did notice that no light comes on when powered.
Can you also post a bigger photo of the tender showing the decoder/PC board and the bogies?
Can you also explain whether you are powering up the track or attempting to reverse the direction?

looking at the magnet's level of corrosion I agree with KiwiAlan. A drop of oil on the motor and on the axles. I would also check that all cables are soldered properly, corroded solder points aren't good for circuits
