I have a new i.e/. 'unused' S 3/6, BR 18.4 lok. Lights will work but lok does not respond to any other command. When I attempt to turn wheels by hand they wlll not budge, Thoughts?

Hardened oil for sure, dismantle it and make a good ckeaning with lighter fluid or isopropyl alcohol, then a drop of oil and it will surely run as heaven

I use contact spray for baked parts, it works quickly and efficiently and does not damage paint, plastic or rubber

Never attempt to turn the wheels by hand. The wheels will slip on the axles. Your trouble is from hardened oil.
I love the smell of smoke fluid in the morning .

The "unused" part could very well be the source of the problem, as others have said. Your best option is to open the loco and disassemble the motor to check for solidified oil. Give it a thorough clean. Whilst you are there, check all connections and solder points. You did not specify is it's digital or analog. If the motor is clean and it's a digital loco, the decoder might be at fault.
