Question M83 decoders - Deecoder faults ?

I have 4 m83's 2 of which seem to do exactly what they are supposed to do the other 2 have their power supply LED's flashing as I believe they are supposed to, however several of the output LED's stay illuminated, some green and some red. the feeds to the various items have been connected. Also I am not sure what the output settings for uncoupling tracks should be. Some suggestions would be appreciated. Thanks Ted Morris
