I am not sure how to fix it.
m83 stand in the DCC mode because the manual of the 60821 says DCC mode.
What is the next step?
In the picture of the CS3 i did set first output 1 but then?
I want to test by use tortoise motor to switch.

The first thing I see is the "Period" which according to the manual should be between 50 and 200,
and in your picture you have the value 4 ?

I'm also quite sure you should have another number than "0" in "Koblingsgruppe"

I don't have these items myself.

It´s standard set by of Märklin.
I have not yet changed the value because not sure which is correct.
The first stand dimmer...the second period...the third a group.
In the manual of the 60821 in page 4 it stand:
Switching function turnout red= value 17
Pulse width (regulating speed)= value 1-255
Period (regulating time)= value 50-200
Repeat the green output too with same value.
I suppose it´s to follow in correct step?

Do you have the m83 number 60831 or 60832? Has your decoder the mfx function included already?

Here are the manuals for the new 60832 mfx.

As you see, before starting programming you have to study some manuals. I only have the old m83 60831, so I cannot test the steps you have to do for the effect, you are looking for. But on the other hand, if you follow the manuals step by step, it will function. This is my experience. The problem is to see the various connection or better interlocking and interactions of these 3 manuals. This you have to find more or less by the "trial and error method". Not a problem, if you document every step on a sheet on paper beside your programming work. Then you can follow up which CV is set and this can be crosschecked to the manuals with its various CV ranges as well.

The 60821 manual says that all programming had to be done in the DCC mode (page 3). So first you have to bring your m83 into the DCC mode. Write it down by drawing the setted 8 dip switches at the m83. Did you read Märklins clue about the m83 manual too?

Yes; but Märklin don't know what you want to do, that's why they write in the manuals what you should do.

I think a good start would be to use the values Märklin write in the manuals. Cool

First thing is to assign an address to your M83 and to have it working, then you can connect your 60821
and set the corresponding CVs to the correct values for your motor controller.

Your Tortoise can be driven without a 60821, and is probably not the best for a test of the 60821.

Steps
1a) Set the m83.2 to 8 port switched mode
1b) configure the ports as desired with useful names

2) define a random worker Turnout address (does not have to actually exist - I use address 2001)

3) Define 2 x Events
3a) 1 to trigger when the proxy signal goes Red to set the m83 Green port OFF and the Red port ON
3b) 1 to trigger when the proxy signal goes Green to set the m83 Red port OFF and the Green port ON

Comments:
While a Tortise motor will tolerate 16V, I would recomment stepping down the effective voltage. by inserting a pair (or 2) LEDs in series. as per the totise manual.
(dont bother micromanaging the Output settings of the m83)

The Dr. is an abbreviation for Daueraktivierung
The checkbox is used to configure the port to "pulse only" - as long as the finger is pressed on the button (unchecked) or "permanent/continuous" (checked)

Thank you very much Peter. This abbreviation in German is absolutely incorrect, not to say stupid. It equals very similar to the translation of "Zentralstation" in English as "Central Station" for a controlling system.

I also told you that the Tortoise was not good for testing.
