What are you using for a controller? And what is the running number or Marklin number?

That is the running number. The Marklin model number would be on the box. Do you have a programming track? And have you tried to connect a 9V battery to the slider and an outside wheel to see if the motor runs? Do you know how to do a "Find locomotive"? Oh, that is the mfx loco 36190. Try missing mfx loco. With the loco on a programming track.

Turn off the mfx on your CS3. Then load new loco with DCC address 24. If that does not connect with the 36190 the decoder is fried.
