I don't have an ICE4, just a 3. Are you coupling the coaches in order as the manual shows? Do you have your CS3 set for MFX, and the correct amperage/wattage in the settings?
Might you have a signal or braking block in your track whereas the last coaches could be causing a short by overlapping with another block, contact track area or switch?
Once the model is registered in as MFX, it stays there. What happens if you operate it before adding the last 2 coaches, cut the layout power with the CS3, then couple then on and try running it?
The only reason I can think of why only 7 functions are showing up is a decoder fault, or you have mfx disabled. Try deleting the train, and re-register it. Shut down you CS3 with the screen system menu, not the stop bar. Once it's offf, shut off the line power strip/surge protector, or unplug it from the outlet.

Your ICE 4 should still be under full warranty! Contact your dealer, or Marklin USA, or Germany if you bought it from there.

He meant TILT as a short fault. At least how I interpret it.
