As I understand, update for H0 decoder when used in Gauge 1 making it react to DCC programming voltage levels when no motor is present ...

H0 decoders can be used as function decoders with 8 outputs (no motor output).
With DCC programming, the decoder has to increase the current draw for feedback to the controller. Normally the motor outputs are activated - but the decoder was configured for a motorless mode; Märklin changed the mode used in this case. But they don't say how they changed it.

One advantage of CS2 is we always are able to understand a portion of what it can do.

I am sure with CS3 we will also have that advantage and maybe a miracle will make us understand all it can do.

Looks like the 1.17.19.1 was not for general use (yet)

For those who had done an update in the last 48hrs, the *.1 files still exist on the CS2.
However I am pretty sure that this back-out would imply that they should not be used.
