It says why in the manual of you read it.

Due to the complexity of the model, which results from
the reproduction with the greatest possible realism, we
recommend that the model be sent to Märklin Service for
additional service work

På grund av modellens komplicerade konstruktion, bero-
ende på dess extrema och verklighetstrogna detaljering,
så rekommenderar vi att modellen vid eventuellt behov av
service skickas in till Märklin Service.

Stand in same way in another models and you can take the cover off anyway.
And customer need doing service inside of the model.

A user over at Stummiforum describes it as a nightmare to open:

The locomotive is very nice, but had I known this in advance, I would not have bought it.

According to the drawing, the decoder is hidden under the circuit board with capacitors etc.

You have right.
I can see it now. I do not understand with all those wires?
I did checked after another model BR 065 with catalog number 39651.
It shows similar same inside of the loco and how to unscrew the cover body.

The dynamic smoke generators do require several wires (at least 6?), and then you have the wite and red running lights and the cab light.
