I am wiring a Marklin HO layout using old style track and K k83 decoders. I cannot get the decoder to change the turnout position. The turnout light goes on, so I am guessing power is reaching the turnout. I tried another keyboard and have reset the keyboard and decoder switches. Other than lighting the turnout light, I get no response from the turnout or a nearby uncoupler. Any ideas?

Try connecting the decoder output to another turnout to check if the problem is the turnout or the decoder.

Does the turnout motor move at all, e.g. when connected (for a split second) to the power supply?
A picture of your wiring might help.

Reset to what? Keyboard has one default setting (forgot which of 4 is on). K83 has 8 dip switches. What setting do you use for k83, as first keyboard allows only 1-16.
Yellow is accessory power; blue wires (red green) are switching ground connects.

Yep.

Never forget that older decoders will not work if red ("B") and brown ("0") wires are swapped.
Lights at the turnouts indicate there is power for the lights.
But for the solenoid to operate, you have to also close a circuit through the k83 decoder

My keyboard was acting up so I sprayed some contact cleaner/Deoxit on the buttons and it's ok now.
