The loco starts to move and stop, all the sounds works properly.

Already check the conections and try 2 different controllers, both with the same problem. Other loco runs normally at the same circuit.

Video attached correctly now (first in English, second in Portuguese)

Is it Marklin? Too little information to provide any help. Did you try using a 9V battery to operate the motor? And what controller do you have?

The user has a CS and what appears to be a black MS2. He states that sound and lights work, but that none of his locomotives will move more than perhaps a stutter.

Here is my recommendation. Set up a test track made up of 4 to 6 straight sections
Connect one or the other controller
Run through a test of all functions, including lights, sound and motor

It is possible that the motor of one locomotive might be blocked/gummed up, but the chances that this would happen to multiple locomotives at the same time are much lower.

I am not a CS expert. I have a few MS2 that I use.

Not sure but are you saying that it is only one loco that does not work but all the the work as they should. If this is the case then the track and contoller are OK. Check the slider on the loco to enure it is straight and makes proper contact.
Take care I like Marklin and will defend the worlds greatest model rail manufacturer.
