I don't remember and I can't find my documentation on the subject. SorryBlushing

Can I connect 74391 ( block signal) and uncoupler track (24997) with 60832 ( decoder M83) ?

I have too many M83 decoders (60832) and not enough M84 (60841)

I think so, as both need momentary contact. That may even be adjustable. It may depend on the decoder settings, ex. mfx, mm, dcc. Is the block signal digital, without a decoder, or mfx also?
See Ajckids youtube video on the M83. Guy also reccomends setting the M83 for dcc. He explains why. He is very knowledgable and also describes the auxiliary power supply for it, and when you need the turnout motor extension connector for the M83 or 84. I think the M83 user manual is on the site as a pdf as well, both theirs and Marklin.

My first language is French and unfortunately my English is not good enough to understand technical terms in English, especially in a kind of video tutorial.

Moreover, the pdf on the issue you are talking about only mentions drawings of turnouts.

I'll resign myself to using the extra M83 for the turnouts, buying the missing M84.

As a result, I will end up with surplus 74460 decoders and others.

I am waiting for other possible answers, but in theory the m83 supports signals and decouplers
