I have the 29186 Starter set and part of it is the 604017 decoder. What is this used for in addition to supplying power to the track?

Hi
For Marklin this is a 120V Delta set with a transformer
The other reference you give is not recognized by Marklin
Is this the loco decoder ?
If yes and if the warranty is finished then install a mld decoder

Most likely its a radio noice filter for analog operation.

Ah, that is only for connecting a transformer to C track. When running a digital system you don't want that in the circuit. The wires from the digital controller connect straight to the track, not through that PCB.
