Same procedure as for any programmable Märklin loco. Do you have instructions from other Märklin locos?

So you missed a few years.
For a few years they included programming instructions in the loco manuals.

Re step 5: after pressing GO, hold the knob in the reversing position until the loco starts blinking.
The switches on the CU 6021 should be off-on-off-off.

Reset your 6021. Push Off Button. Enter Address '80', while holding the throttle in the reverse position, press "on". The lights on the locomotive should flash. Enter '01" and reverse the throttle. Lights should flash faster. Enter desired address and reverse again. The lok should now respond to the new address.

On some loks, you may have to enter the actual address of the lok instead of '80'

The other way to change the address of a locomotive is to move to a new house.

The tricky part is when holding the throttle in reverse and pressing on, hold both events (keep pressing on) until the lights start to blink. The instructions are kinda vague there.

But I do have the obligatory (six) SBB Krocs
ECoS 50200, all FX and MFX decoders replaced with ESU V4s, operated in DCC-RailCom+ with ABC brake control.
With the exception of the passenger wagens with Marklin current conducting couplers, all close couplers have been replaced with Roco 40397.

No need to hold "On" down. Just make sure you hold the reversing position before, while, and after clicking "On" until the lights are flashing.

When I held reverse and then touched on, most times the decoder would not enter program mode. Just sit there with the lights out. I found that if I held reverse and then held on until the lights flash, I could enter program mode every time. This is perhaps why it took three tries to get program mode. I found it quite frustating, hit and mostly miss, until I started to hold on.

I never hold "On", I just tap it. Sometimes it takes two tries to get the loco lights flashing. It's not necessary to hold "On" and I don't think it improves the result.

Märklin uses at least four types of decoders (from different manufacturer) that are programmed this way. For a scientific examination one would have to take all types of decoders and test each type 100 times with and without holding "On" to see which methods yields better results with with type. And there are different firmware releases of the CU 6021 (at least three) and all have to be tested.
I won't do that.

Hold "On" or don't hold "On" - it can work both ways.

I won't do that.

I also wouldn't do that. Now all my MFX decoders end up in a box.
