I am looking for some help. The main board on this model 39411 is three layer and without schematic it was not possible to trace all lines. Both sound and motor are fully functional. After pressing F0 on my CS3 neither forward nor reverse lights were coming on. I tested the decoder on another locomotive with NEM21 socket and lights were coming on in both directions. Also I tested led diode boards for front and rear lights using 5V DC. Both were working fine. Every led diode on this board is driven by W12 85 transistor. When turned on from the on board 8051 PLC, this transistor is supposed to bring negative side of the diode to board ground. I measured 0.2 V DC on the base of W12 85 transistor. Voltage on the base did not change with pressing F0, thinking the transistor was never turned on. Built in PLC 8051 supply voltage was measuring 3.2V DC. XTAL1 and XTAL2 pins were reading 600 HZ but not stable. I have no way of reading, testing or refreshing PLC assembly code. This model is 15 year old and Marklin is not providing support or spare parts. Has anyone on the forum been dealing with similar problem? I would appreciate any help.

You delved into the electronics much too quickly as far as I am concerned but you are obviously an electronics guy and I am not. I would first try to reset the loco with it on a programming track. If that did not fix the problem, I would then try to fix it by delving deep into the cv programming. The lights can be set with the cv and one option is no lights. Possibly that has been activated. Once again you need to have the loco on the programming track, go into the edit mode, and read the decoder. Then play around with the different light settings for fun. They are hilarious. Too bad the sound functions are not as changeable. If that does not work you have a wiring problem. Oh. you might first check to see if you have a bulb problem with a voltage generator but both bulbs burning out at the same time is unlikely but not impossible.
Oh you did not indicate whether this light problem is new or if the loco was just purchased. Also, do you have other locos which are working properly?
