Apart from possibly adding ballast to be closer to Marklin “weights”,
are there any restrictions on the use of Jouef wagons(*) on an M scale layout?
Can we mix Jouef and Marklin items in a same convoy ?

(*) : classical wagons for freight...., no passenger train ...; all pulled by Marklin locomotives

You can normally use any brand on Maerklin as long as the couplers are compatible. I would recommend using Maerklin wheels/axles, especially if using M track.
You can add weight to make the cars heavier. Make sure that the buffers don't impede movement of the couplings/cars in curves.
I have used Roco, Liliput, Hag, Lima, LSM, ACME, Rivarossi and other brands on my layouts.
I try to avoid having lighter cars anywhere other than at the rear of a consist and make sure that the lightest are always at the back.

You should be able to find the wheel diameter and find the appropriate AC wheelsets (Roco or Maerklin are the most reliable)
