It looks like a Viessmann 5231 decoder. The red cable with the Yellow plug is for power. It can be connected either to to digital power (like the other red cable) or to a seperate power supply. The botten at the end is for programming decoder address. Pres once for MM address, and twice for DCC address. Then send a command to the selected address, and this will be the new address.
You should be able to find trhe documentation at www.viessmann-modell.de.

Hi Jesperdog (Funny kinda first name)
I don't know this type of decoder obviously made for Märklin / Trix turnouts
So in high probability
- brown wire is for the digital O feed
- red wire is for the digital B feed ("Hot")
- red wire with yellow sleeve is for the separate power feed (or the B feed if ignored)

The protocol is:
- self learning so has to be on the programming track for address setting
- probably in both MM2 and DCC with the protocl setting done when inserting the address

Programming
- after powerup and reset, activate one command from your central station and the decoder will memorise
- in DCC program the addtess with CV1= address

All these are assumptions based on competition and Märklin products
Cheers
Jean
