I was curious what that seemingly innocuous setting impacted so ran a couple of experiments. So far that setting seems to make no difference. But what does seem to make a difference is saving the CS3 prior to shutting down as opposed to simply shutting down without saving. In each instance the speed settings remained on start-up but when a save was performed before a shutdown the mfx and mm locos both began running as soon as the stop was taken off but with no save performed the speed settings remained on start-up but did not move when the stop was removed. I need to check one more option - the "start locomotives automatically" setting with no save. If there is no change it would have no function.

It seems that saving the CS3 program is really necessary when important changes are made in the layout, in the events.
Using save and restore functions forces a new registration of all MFX locos which is frankly a pain in the neck
The option "start locos automatically" is poorly named. What it does in fact is recall all locos records (speed, direction, activated fonctions) as they were prior to closing down the CS3
In absence of this setting, all loco speed and fonctions are set to zero
