I can say for sure that some 36xxx, 37xxx, and 39xxx series locos are made in China. And yes, some 38xxx series locos are made in China, but maybe not all.

Ask him to show you his source of information. I doubt that 100% of them will be made in China, it is too much of a generalisation without some documentary proof. I very much doubt the 38950 - the newly announced E95 - will be made in China, historically the Insider locos have been made in Goeppingen and you see them during the factory tour.
