My question is if should go back to
factory settings on my cs3 or just delete
all savings?
I was not satisfied about my layout

You can do both on a CS3

To delete the layout, the easiest is to change the selection for a zone selection (arrow pointing to a rectangular zone) and then delete a group of items.
This is quicker than deleting the items one by one.

Question: if you reset the CS3 back to factory settings, does it "forget" all locos?

If you reset the CS3 to factory settings it loses everything. You can build a second layout and just ignore the first. You can build as many layouts as you want.

I have posted this a number of times but it needs repeating. You need to regularly save your CS3 to a thumb drive that way if something happens you can restore the saved file to restore the CS3 to a date prior to the event. That way if you accidentally delete everything or an update goes bad you can have a functioning computer again.
Even, perish the thought, if your CS completely dies you can get a new one and just load your entire old CS onto the new one. Shit happens.
