Uhlenbrock announcement (German text, google translates easily) introducing a new intellibox 2neo which has internal Wifi allowing cellphone operation, and mfx abilities as well.

I wonder if the upgrades are retro-fittable to existing IB2's?

As standalone items no, both items require additional internal hardware, bearing in mind that the original IB2 came out around the same time as the cs1 IIRC, or maybe a year or so later, and I don't think Uhlenbrock had any mfx hardware at all at that stage.

The wifi side of things is real easy to arrange using a Raspberry Pi - even a Pi Zero 2 has enough grunt for that purpose, loaded with JMRI and a Loconet interface allows Android or iOS devices to control things using Engine Driver and WiThrottle apps respectively.

Uhlenbrock announced a separate wifi module for the IB2 years ago - A friend ordered one at the time and he is still waiting.

Uhlenbrock also announced a mfx module a couple of years ago, another friend is waiting for that order to be fulfilled.

No technical details, not even a picture.... reminds me of Viessmann's announcement of the Commander 2..... in 2017 and still nothing. I can only gather they are trying to get current Intellibox users to hold off buying a CS3/ECoS....

Even Viessmann digital signal are problem and there is no news in this year too.

I am not sure I understand you, but I have had no issues with Viessmann digital signals. I was using the Commander 1 for a long period, nice unit , let down by poor display hardware quality. I was waiting for the C2, but gave up in December.

I mean semaphore digital signals by Viessmann.
Nothing happens and still just head semaphore and no vorsignal in digital.

I'm not sure that the Neo is a new system as such but it seems Uhlenbrock have chosen to integrate the as yet to be released Mfu unit and the WiFi unit (also not released) into the IB2.

For those of us who would like mfx capabilty and or wifi capabilty in our existing IB2's then those modules are the way to go providing they get released.
