I am running a Dutch artitec loco and roco coaches all in turquoise colour and I am wondering what the thin blue stripe is for on the loco and coaches?

Decoration indeed. But the turquoise colour was very sensitive to dirt, so they quickly changed the colour to Berlin blue.
And the decoration line was changed to yellow.
