What would be an appropriate loco for this set of passenger cars?

For around 1925 any of the passenger locos of that time will do.
It depends which part of Germany you wish to represent.

You could try the Prussian P10 - 37939, 37938, or 37937.
Or their era II counterparts such as 39392.

Or the Bavarian or Wurrtemburg or Baden engines.
Ones that come to mind are 37117, 37119 for Wurrtemburg.

Or Bavaria, the engine in the recent Rheingold set 26928.
The other engine model S3/6 with the wind-cutter cab was done so many times by Maerklin.

I am not familiar with the Baden engines.

HO Scale - Märklin (ep II-III and VI, C Track, digital) - 2 rail HO (Queensland Australia, UK, USA) - 3 rail OO (English Hornby Dublo) - old clockwork O gauge - Live Steam 90mm (3.1/2 inch) gauge.

That item was from the 2001/2001 catalog, where they suggested a BR 17 locomotive, item number 37192.

Cheers,

Harold.

[I have a #37193 that would probably also do the trick. It is a German State Railroad Company (DRG) class 17.0. Former Prussian class S 10.

This #37190 would also do:
