I am looking to run my old BR 03 on my digital layout with my mobile station. Will this decoder work with it?

Yes it will. It is the cheapest and best way to convert this loco to figital.
You will have all the fonctionalities except one: no or little regulation of the motor speed (exactly like now in analog mode

You mean acceleration and braking? Will the speed be controllable?

The speed is controllable, what he meant is there is no load control, so if the loco is climbing an incline it will slow down a bit, and conversely accelerate on a downhill. I have used the decoder on a couple of locos and I have been happy with the performance.
