Yes, I have done this on a couple of engines. You would of course need a decoder with spare outputs. Using ESU decoders I have set the rules to front: lights on, driving forward and engine not running and back: lights on, driving reverse and engine not running. The you can add some timing if you prefer. I found some leds designed for cabin light, a very small circuit board with led, resistor and soldered cables to be glued on the ceiling of the cabin. With the settings described the cabin light will turn on when the engine stops and only in the direction of travel. It’s a matter of finding a decoder with the extra outputs.

Most decoders only have Aux1 to aux4 powered, but the ESU ”MKL” versions also have Aux5 and 6 powered.

The option I use is: stop forward and reverse as a function output (e.g. Aux 4 & Aux 5), neon lights with a delay of 3.96 sec., when the loco comes to a stop the interior cab lights come on, when the loco starts the delay of 3.96 sec. turns the interior lcab light off.
