What is this ?decoder? device that came (for free) with batch of Marklin k83 units?

It looks to me like it is a k83 equivalent. It has the decoder chip at upper right, another chip at upper left, the row of connectors for the point or signal connections along the bottom, and the solenoid driver transistors immediately the connection blocks. The other connection blocks look like they are for the incoming digital connections, and possibly power connections so it doesn't draw from the tracks. The four jumpers to the right of the decoder chip will set the address, instead of using 8 switches.
