The red wire goes from the pick up shoe to the decoder.

Looking at your pictures, the decoder looks like it is damaged too.

The entire bottom of that loco around the red wire looks like it fried and the area around the decoder also. Was it in a Cybertruck?

Yesss! Tesler? One electronic repair tech suggests buying cheap digital clock displays to practice soldering on, along with the proper soldering tools. Heat sinks, Flux, solder, regulated heat with/w-out hot air, etc. Too cold and the bond is weak.
