Are you sure you are not overfilling the smoke unit with smoke fluid? I have made that error myself and the unit has trouble generating enough heat to make the fluid smoke properly and it will pop and sputter as hot fluid tries to make it through the cooler fluid near the top of the smoke stack.

I know in O gauge smoke units you can loosen the deposits at the bottom with mineral oil by letting it sit in the unit for an hour and then pour the mineral oil out and use a toothpick to loosen any gunk remaining in the bottom. HO smoke units seem too small for this solution. I have never tried to clean an HO smoke unit. When they stop working well, I replace the unit. However you try to clean the smoke unit, remove it from the locomotive first so you don't pour solvent into the locomotive or onto the locomotives plastic or painted finish.
