Sometimes they do work. In my experience, DCC addresses are more likely to work than MM addresses.
Sure, but in this specific case nothing has worked. It could be a simple problem like a lose connection/ a wire that has broken or slipped off or something with the decoder. It would have to be inspected by opening the locomotive and examining it. But is it worth doing this instead of returning it before it's too late? It would be a different thing if the locomotive was bought from an actual model train shop.
How are the wires connected to the decoder? Are they soldered or are the wires detachable?

What I meant about a lose wire could be if you open up the locomotive (probably shown in the manual how to take the top off) and then check that all the different wires are in place and solidly connected to the places they should be soldered to. It could be a simple thing like the wire going from the pickup shoe (where it gets the power) is loose or broken, and then find the correct place to put it (and solder it back on). It's a long time since I have messed with decoders and stuff. There might be wires soldered to the decoder (there may even be more then one decoder if a second, sound decoder is on top of the base decoder... if I remember correctly?). The decoders themselves have multi pin connectors, like stuff in computers and it can be checked if they are seated (pushed down) correctly. Maybe someone has taken it off and put it back in incorrectly?
Because of the low price there is the possibility that it's a return from someone else who bought it and couldn't get it to work.
Also sometimes some wires may be connected via plugs or connectors and you can check if the wires are firmly connected.

Was the model bought from Amazon directly or from a third party seller via Amazon?
If Amazon, you can request a return/refund.
You should be able to print out the invoice from the Amazon website. You can submit the locomotive with the invoice to Maerklin in Goeppingen for repairs.
I would send an email to service(at)maerklin.de asking for assistance (Europe) beforehand.
The fact that the model does not respond to a 9V battery or an analog track suggests to me that there may be some contact issue between the pick ups and the circuit board.

If sending back to Marklin do not open and do work which is obvious as Marklin will not repair. I know I keep saying but why are you not returning for a refund and then buy something from a Marklin dealer.
Take care I like Marklin and will defend the worlds greatest model rail manufacturer.

The main reason why I did not return the model was because I got it for such a good price. Buying it elsewhere would be much more expensive. That being said, I have decided to return it. I appreciate everyone that has tried to help me along the way!
