 I was testing my first 3015 and found it wouldn’t work from catenary power. It works well from track power. Removed middle cover to see if anything was disconnected. There is an insulating material that prevents power to catenary selector switch. If cover is installed in opposite direction it allows power to pass. Is insulation meant to be there? Can cover be installed in opposite direction permanently? Thanks in advance. Roger

Put the cover on the way that makes it work. Probably someone has reversed it by mistake earlier on in its life.

The insulation is there to prevent the pantograph leads from coming into contact with the motor housing and causing a short. From what I can see, it may be that the middle section was installed in the inverted direction.
You can see the contact on the left side of the motor (photo). It should contact the exposed section of the lead which bridges the two pantographs
