Hello. I just installed my new CS3 Plus... And i noticed some of my trains didn't work.. One stalled out, so i decided just to check to make sure there was voltage going to the track, and.. Wow.. Measured v24V! Is this ok? It seems just a tad high? I'm using a Marklin 60065 power supply..

24V is a little on the high side for output from a CS3 with input from a power supply (60065 = 16V DC rated)
(22 V would be expected for a 6021 with a transformer)
however it is nominal for operation with no load - What do you get with load on the track ?

What you do need to indicate is how you actual came to this reading.
Specifically is it from the the CS3 (GFP3/TFP3) information display, or a multi-meter/oscilloscope.

The voltage to the track is a square wave and as such a true RMS multimeter is needed to get a good reading. But as the positive and negative pulse (duration) may not add up evenly, a bias is not uncommon
You may find that if you reverse the probes a reading of 10V may be seen.

Further to your original symptom .. - What does "stalled out" mean
