At first I thought it might be Portugese (the big headlight) but then, through a magnifying glass I can see that the plaque on the front says English Electric.

A quick search on Google Images reveals that it's probably a New Zealand National Railways Class DM "Cyclops" EMU.

yes it is an NZR EMU set, used around Wellington. The first 6 pairs were delivered before WW2 and used on the Johnsonville line. A klarge number of sets were delivered after the war. I travelled on these many times. As identified above they were built by English Electric. Track gauge is 3 feet 6 inches.
