I would think that would be highly likely, as that will be when the Herbst New Items brochure comes out, and you guarantee it that this loco will be in it.

Yes I agree, a desirable item.
The price is the same as the previous iterations (examples the 39374 and 39375).

The latest dealer Newsletter from Maerklin says:
Since July 1st, 2019 the electric locomotive of the German Railroad 101 064-4 is on the tracks as an advertising locomotive celebrating our 160th company anniversary. We are very proud of the attractive design of the locomotive, which now draws attention to our message "Märklin connects generations - since 160 years" nationwide and also in parts of Austria for a whole year. But no word as to delivery timing.
