My DB double deck cab driver car with led full lighting kit destination board lights up 100% on my 6021 with transformer but only the left side lights up on my layout with a CS3.

One possible explanation is that recent digital system are powered with regulated voltage (18 VDC) power supplies.
The 6021 is powered by a transformer which is 16 VAC. Usually, with reduced load, the voltage is 5 to 10% higher.
To make matters worse the voltage is rectified which means that the peak voltage is 16 x square root of 2 = 22.6 V or even higher as explained above.
So on a 6021-6002 couple the digital voltage could easily reach 22 volts
So this may explain why your car is more luminous with this older digital circuit.

Thanks Jean. I suspected it, or the other two additional coupled double deck coaches draining voltage from the first which has the destination board. Longer cars and led kits and two in each. The brightness is good, even in the destination board, but the right side is not lit. I'll try all the cars together with the 6021 test track.
Fully lit up with all cars and the 6021. It's the smp power supply difference then.
