It's most probably Starter set 29519.
It's not listed on Märklins website anymore,nor could I find it in my 2005 Kolls catalogue.

Maybe a more recent version of Kolls will contain some more information.

The transformer certainly isn't a DELTA unit by the looks of it,however the loco very likely is a DELTA unit,albeit with its dipswitches set at analog operation.
These kind of sets were sold in the past as a kind of "appetizer" and the loc was already fit for DELTA operation.

Yes the loco is all metal.
