Trying to change station sounds on BR 218. Does the loco have to be on a programming track or can it be done on the main line. I currently do not have a program track set up. Changing cv’s at present has no effect. I’m using a CS 3+

The original decoders fitted by Märklin are locked especially for the sounds, so you can't do any change with the CS3 or even with the lokprogrammer.

Only the retrofired decoders can be programmed and if they are mSD3

I don't have a clear picture of your loco on my crystal ball. More information might be helpful (ref. number of loco, action you want to perform, &c.).

Some early ones can be changed with the LokProgrammer, including sound uploads. It could be that recent ones are not locked either.

The early ones 6093x series were produced by ESU and are exactly the same like ESU LokSound 3, so is easy to program them with LokProgrammer.

The mSD2 plus the mSD3 variations are locked from the factory.

To unlock them so far (for dealers to add local sounds) you have to send the decoders to Märklin

There are rumors that Märklin will give the way to unlock the decoders to official dealers, but nothing so far..
