Good morning does anyone know the right way, being I'm not 100% computer literate. I have been on marklin web site, you log in using your IP address and there is a section for Ping files Iv'e dragged ping file from marklin here and does not register, and thoughts.

Its not clear to me what you are asking about.

The title says USB not working - but what about which USB port on the back of the CS3 are you asking?
Are you plugging in a mouse and its not working on the CS3?
Are you using the USB port that is only for charging, or one of the other 2?

What are you trying to accomplish?

To upload .PNG locomotive images to the CS3 you do not need to use a USB.

When connected to a PC over the ethernet(internet) to your CS3 you may use the LocomotiveImages->uploading function where you may either drag'n'drop your images onto the panel or click within the panel to bring up a file search dialogue

It is possible that your browser may not support the drag onto the web panel. Or maybe a firewall issue.
Try clicking to bring up the file select dialogue which should be generically supported
