Along with the "Nicaragua Canal" and the Colombian trans-oceanic railway these were all "projects" which were used by China to put pressure on Panama in order to switch recognition from Taiwan to China... Now that China got what it wanted I hardly believe they are going to invest in such huge projects in latin america.
