My 6646 gives me 4.5 v. output which is satisfactory for my 3000 and 3096 operation. This 6450 is giving me 8.5 v. and thus faster speed. Reversing impulse works fine. Any adjustments inside I can make to decrease voltage> Thanks

This is by design: for newer transformers the range is given as 4 through 16 V, for older transformers it is 8 through 16 V.
With better motors around they made transformers with a lower starting voltage.

I would not temper with the internals of a transformer. Most likely there is no simple solution anyway.

Can you just clarify at what setting you get 4.5v?, given that it's a 16va Trafo.

Do you mean at the absolute lowest setting across Brown & Red?

What do you get across Brown & Yellow

What do you get across Brown & Red when reverse is activated?

How are you measuring the voltage?

Either way, as noted, there are no adjustments at user-level.

What is the rated input voltage of each Trafo? - the 6646 may be rated 120vac, whereas the 6450 appears to be rated 110vac, that difference alone will give you an output change but it will not necessarily be relative.

Insert pairs of ANTI-PARALLEL diodes in series with the track power. Each pair of diodes will drop the voltage with about 0,7V.
If you somehow NEED the full 16V, you can insert a relay or contact that bypasses the diodes...
