Many Maerklin steam locos with sound have bells.
What were the regulations for the use of loco bells on German railways?

I believe the bell was used when departing a station and I think the whistle was used before and after crossings, entering a tunnel, maybe more?

I believe you are wrong, at least for Germany in era III or later.

For Train Drivers under the age of ten (or more) the bell should sound continuously and the whistle should be blown every five seconds.

This is what i know...
The short whistles did signal when you shall give an warning for exemple to leave the turntable bridge.
Not sure if this short whistles was also for the start to move out from the station area?
Maybe the bell was function for the yard area?
In USA the bell warn around that the train is leaving the area from the station or move inside of the yard.

Maybe not. In Germany only branchline locos were required to have bells. Regulations that required bells were limited to branchlines.
I posted a link to Søren's post - he knows what he is writing about. Cool
