The referenced starter set includes Central Rail Insulators (74030) and a Feeder Wire Set (74040), which do not seem necessary for setup of the Starter Set. So, why are they included?

What is the Marklin productnumber of the starterset?

Parts 74030 and 74040 are not an official part of set 29323.
They could become handy when extending the set later on with additional track and switches.
The feederwires could be used to connect a Marklin transformer later on.

When I bought my starter set it should have been part of it and it was not. So be happy to get it. You save some money. Because if you extend your MRR by turnouts doing a storage siding, it is recommended to shut off the current in this siding. Then you need these both articles. Generally: you always need it for a disconnection of the current and to serve your tracks behind this disruption with current again. This may be for a siding, signal, whatever.

You don't need 'em for the starter setup, but they can come in handy later as TEEwolf points out.
You also get 'em in some of the C track extension sets although they ain't strictly needed, once again it is useful to have them for later use.

Trouble is you put them away somewhere safe - and on the day you finally need them you can never find them! Did that with a pack of 24001 - ten track end blanking caps- only needed two so put the other eight somewhere safe and today I need four more - but where are they?

I did look to see if there was a sticky beginner thread where I could ask the inevitable dumb questions and other info as appropriate, but could not find it and was in a hurry.

Not a dumb question. I see nothing wrong with your question.
A usage note: you could have posted it in the H0 gauge forum - but posting H0 questions in the General MRR forum is common on this site, so nothing to excuse for.
