looking at the structure I would think the brick building was there before, than someone had the idea to put a wagon on top of it, and than they've realized the wagon was to long and they had the brilliant idea (without spending to much money) to add sleepers on both sides and at the same time erect a staircase

It's some kind of power distribution and switching arrangement for the overhead wires. Possibly a sub-station.

To build it you could probably use a gondola from a Zeppelin model. Just take out the steering wheel, knock off the propellers and there you go.LOL
