Who knows?

66471 has a power switch in the cable.
66470 may have protection against reverse transformation inside, but not sure about that.
6647 is good enough for digital locomotives, but requires a distribution panel with a switch and should be used with the reverse transformation problem in mind.

Tom

The 6647 is OK for testing. Pull the plug or turn off with an external switch when not in use. It always draws power when plugged in - like Märklin transformers always did for decades.

It is only a possible problem when using two transformers on a layout. There is a configuration where it is possible to connect the secondaries in a way that can give an electric shock if one of the transformers is unplugged.

But using just one on a test bench will be fine.
