This is how I understand your question...
For me if I want to scale my speed to match the loco, I find out what the speed of the real loco is then convert that to the HO speed.
By doing a measured distance in a given time I:e 100km/hr may equal 170cm in 5 seconds (there is a calculator on the net somewhere for this). As I have digital I adjust the VMax till it matches.
