I would not worry about the lack of the beige line above the headlights on the 103. The red part was painted over the beige. Then the black on the side was added.
Finally, the black on the top surface was painted by hand (as seen in the video), although I was surprised that no mask was used.
I suppose that the beige line above the headlights will be added by Tampondruck stamp at the same time as the inscriptions.

I think that on previous models, the red was painted first and the beige painted over it. I think that the finished 103 should not have the same issues as the 37349 did.

They say in the video that the lines will be added in the tanpondruck. On the 3054 the red stripe was painted over the white paint.

Steven, I think our jumping the gun.

The video shows several parts of the production process of the insider 103s. Starting with the grey chemical protection through some masked (spray booth) based painting, where the big bit of purple-red is applied, where a comment is made that the decoaritve stripes will be added later in the pad-printing process (tampondruck). Then is shown how some of the touchup hand painting is needed because some paint steps cannot be done with the pad-printing process (tampondruck). I'm assuming that we have not seen the pad-printing step where that ivory/beige separation stripes are applied above and below the main purple-red band, but the later footage of the moving locomotive does have that effect. @ 7:05 youtu.be/2V3Cv1_Bmwk?t=7m05s
