I haven't posted on here for some time but is the new catalogue out in P D F form yet.

The answer to your question depends on what you mean by catalogue. The term catalogue normally refers to the Yearbook, which Marklin never release in pdf form.

If you are referring to the New Items Brochure, this normally is released in pdf form around the end of January. So, no the 2017 New Items Brochure hasn't been released yet.

The latest "Full Line Catalog 2016/2017" was issued late last October, but as big Bigdaddynz mentioned, Marklin no longer provides it as a pdf since they have gone to their "Online Shop." Only the New Item supplements are offered as pdf on Marklin's website when they are available.

Marklin has never provided a pdf of the Yearbook / Catalog.

You either buy the Yearbook / Full line catalog or download the New Items Brochures from http://www.maerklin.de/en/products/new-items/

One would hope that one can, at some future point, actually search/filter the online store properly.

At present a passenger car search filtered to Epoch III is returning InterCity cars from Epoch VI.

Then they can add rail company as another filterable option so you could do a top level search of all material and filter by SBB or ÖBB or DB or SNCF etc

If you have a smart phone you can download the Marklin app for something like 5-10 Euros. This is automatically updated as new items come out.

I haven't any experience with this app, so don't know what sort of sorting capability it has to select country or era of the various items.

Perhaps someone who has it can chime in with info about wether it suits what the OP wants.
