What is the real question ?

The 70392 will "work" and may be configured with any Motorola or DCC capable controller.
This includes the CS2 with the matching address set for either MM or DCC

If you are querying the reference to the advertising term "mfx signal" then nobody knows what this means!

The unit shipped with a manual that included the following statement
* mfx not until CS2 Software Version 4.0 (2nd quarter of 2015)

In marketing terms "2nd quarter" usually means the 60th of June

Hi Peter: Thank you for your answer. I didn't open the box till after I send this message, Then I realized about the second quarter. Now Can I use the 70392 signal with a 6083 decoder ?, and if so. How I make the installation with my central station 69215. I don't know too much regarding digital devices.
Thank you again and I'm sorry about my English.

Regards,
Carlos

You do not need the 6083(0/1) . The 70392 has its own dedicated decoder

Physical setup and installation ...
- wire connection = as per page 41 of the manual - use page 42 if you also want a dead section.
- address configuration = as per 30.
Personal note - I see no need to bother with soft addressing, but if you really need to do that then that's the next subject

On the CS2 (60213/4/5) you would select the "Keyboard" tab, and navigate to the page that includes the address setup in the previous step.
Out of the box - clicking green and red will probably work.
- If you choose to set DCC (position 10 of the address switches to on) then on the CS2 you will need to enter edit mode and ...
- - change the Protocol to "DCC"
- in the same area you may also optionally ...
- - change the Type to "Semaphore signal HP0/1"
- and just so the picture of the dip switch block is correct ...
- - change the Decoder Type to "New inst. decoder"

The final optional step is to play around with the speed/bounce movement of the arm and light brightness.
If thats what you are after then, get the basics setup as above, and let us know.
Peter
