Can I control the old M track turnouts digitally (m83 decoder?) what about the lights?

yes you can!
if you want to control it only with your ms or cs, this is the connections

if you use one extra transformator for the lights, i have unsolder the cable inside the mechanism that is feeding the lamp, and from the lamp i put a new cable. now the turnout have 4 cables. 2 blue, 1 yellow for the turnout mechanism and one color (gray better for me) for the lamp.
WARNING!! in this turnout the (-) brown for the lamp comes thru the tracks. if you use for your layout an old mobil station1 or the old central station 60212 and you use one extra transform for your lamps, you can't connect the 2(-) browns together!!
