I am guessing that this completely blocked the section between Interlaken Ost and Interlaken West.

Well, judging by the photographs there was relatively little damage to them. I'm guessing that a couple of hours blockage at the most. The ICE would have been able to continue on, probably with another driver, as the original one would be somewhat shaken after that, but I doubt any really serious injury from the impact. Looks like it all happened at slow speed.

The bus was probably on it's way across the tracks when the ICE hit the rear of the bus.
This crossing is on the perimeter of the Interlaken Ost station. The train probably would have been travelling at around 40km/h at this point.

There is even a report in an NZ online newspaper which has sensationalized it somewhat ("high speed train crashes into bus") with a different photo of the rear of the bus. It says the bus driver was one of the injured.
